Ignalina Nuclear Power Plant Regional Development Plan

Decommissioning of the Ignalina Nuclear Power Plant Region is one of the biggest structural, financial projects implemented in Lithuania. Managerial objectives of this project are complicated due to the impact of the consequances of the decommissioning on the economy of the entire country and are in particular important for the social life in this region.

Country‘s political decision to close the Power Plant of Ignalina partly accelerated Lithuania‘s integration in the EU, however, at the same time caused quite a lot of social and economic problems. First of all, perspectives of the development of the town of Visaginas are associated with the activity of the Nuclear Power Plant, many institutions and organizations of the town render direct services to this enterprise which is one of the biggest in the country. The Nuclear Power Plant of Ignalina provides employees of this region with stable and comparatively high wages and social guarantees. Therefore, direct employment losses in the region due to the decommissioning of the Ignalina NPP until 2015 alone may comprise up to 8 - 9 thousand people. Thus it is very important to prepare a whole of effective social – economic measures by means of which forecasted negative consequences could be partly compensated.

Taking into respect the complex and regional character of the consequences resulting from the decommissioning of the Nuclear Power Plant, on 26 02 2002, Lithuanian Government adopted Resolution No 287 by which Ignalina APP region was composed of the municipalities of Ignalina and Zarasai regions and Visaginas town and the principle of the conclusion of the Regional Development Council was established. On 7 November 2002, a public enterprise Ignalina Nuclear Power Plant Regional Development Agency was established which would organize and carry out the preparation of social and economic projects. In summer of 2003, Ignalina NPP Regional Development Agency initiated the preparation of the Ignalina NPP Development Plan.

There have been carried out a number of researches and studies in Ignalina NPP region with the view of analysing both the current situation of the region and social – economic consequences of the closure of the Ignalina Atomic Power Plant. Principal scientific – analitical works taken as a basis in preparing Ignalina NPP regional development plan are indicated in the list of literature.

Preparation of the Ignalina NPP Regional Development Plan was grounded on the long-term strategy for the development of the Lithuanian economy (economics) up to the year 2015, National Sustainable Development Strategy, Lithuania‘s Single Programming Document, General Plan of the Territory of the Republic of Lithuania, other documents governing the development of the country and regions.

Ignalina NPP Regional Development Plan was prepared following the Methodology for the Drafting and Updating of the Regional Development Plans approved by Order No 482 adopted by the Minister of the Interior on 4 October 2002.

It also has to be noted that Ignalina APP Regional Development Plan has been prepared following the principal priorities and development directions of the Utena Regional Development Plan for 2004-2010.

Ignalina APP Regional Development Plan was prepared by the Vilnius Business Consultative Centre (project manager – Dr. Romualdas Stankaitis). Managers and specialists of the administrations of regional municipalities, employees of the administration of the Manager of Utena District provided an execeptional input in the preparation of the plan. Specialists, scientists, businessmen, representatives of the community produced their ideas and comments. Employees of the Ignalina APP Regional Development Agency ensured a close co-operation of the drafter of the plan and employees of the administration of the regional municipalities, different institutions and organisations, community of the region. The drafter of the plan sincerely thanks all of them.

Drafters of the plan also express their gratitude to the members of the Ignalina APP Regional Development Council, who actively supported the preparation of the Regional Development Plan, provided many valuable comments and a number of proposals and projects.
