The Government of the Republic of Lithuania on 19 February 2001 approved Resolution No. 172 the Decommissioning Programme for Unit 1 of the Ignalina NPP which provided for the first phase of measures in the period 2001-2004. One of the measures was the establishement of an executive body – Ignalina Nuclear Power Plant Regional Development Agency – to organize and to carry out the development of projects. Ignalina Nuclear Power Plant Regional Development Agency (hereinafter referred to as the Agency) has been authorised as a non-profit organization and a public body on November 7, 2002. Since 23 July 2008 Resolution No. 745 on fund regulations of the decommissioning of the Ignalina NPP adopted by the Government of the Republic of Lithuania, in accordance with point 8 the Agency became responsible for the administration of Decommissioning Programme for Unit 1 and 2 of the Ignalina NPP implementation plan setting out measures to mitigate negative social and economic consequences of the Decommissioning Programme in the Ignalina NPP region. Since 1 December 2015, the Agency was no longer conducting activities related to administrative functions of the decommissioning of the Ignalina NPP.

In 2015 the Agency’s founders and stakeholders have changed. Current Agency’s members are as follows: Ignalina District Municipality (the amount of the capital: EUR 868.86), Zarasai District Municipality, Visaginas Municipality (the capital of each municipality amount to EUR 289.62).

The Agency is currently developing applications to a variety of national and international funds, also carries out the activities of the Ignalina NPP Regional Development Council Secretariat and engages in other activities (organizes events; advises on questions related to the making of an application and project management).
